Because, you know, it's really, like, annoying(?). It's also, like, irritating to, you know, decipher what they're saying because, like, there's so few words of relevance in every, like, sentence(?). You know what I mean?

I know the 2 reasons for that and I used to know what it's technically called, it's to come across as less aggressive by a few and then is adopted as an almost accent. So instead of saying "it IS Wednesday" they say "it is Wednesday?" in a more suggestive tone.
