Make sure you have the codex page icons turned on in your mini map, and turn everything else off. That's what I did, but I only needed like five more anyway.

Bah, I started of with 13, need to find 17 of them bloody things...

If you're where you started this part, there's none there anyway. Go to the other towns. Every one you didn't get will be on your map for them towns.

Wait, does that mean I don't have to climb every view point in all the cities?

That's exactly what it means

Its as simple as looking at the map and following all the directions to them, you shouldn't need to go to all the viewpoints, i didn't, i avoided them and all the side quests, just make sure you scan the map over.
