Idea for an RPG implementation of a new game plus. Have any games done this?

My idea was that stats would carry over, but to avoid the game becoming too easy on the second run through, all of the enemies would be smarter, stronger, and more dangerous. You may have hit the stat cap, but now they can kick your ass regardless. Also, if you came across an event, foe or chest that once contained a weapon, it would give you a stronger one due to the increased difficulty to give you a fighting chance.

So...in essance you are adding a "0" onto how much damage you and the enemies can deal/take. What's the point? I think a "New Game +" mode should offer more than just that myself.

Why have stats, then, if everything is just going to scale up to make things just as difficult?

Well antithesis, the idea would be to scale it to make it harder, and it would probably work best in an action RPG where you would have to adapt to any new tricks a previously harmless enemy would through at you. Sort of you max yourself and get good enough to decimate enemies the first time through, but the second time these same enemies are kicking your arse and you can't advance yourself further. Your stuck at what in relative terms would be level 10 / 100.

It's not fun to play an unbeatable game...

Breath of Fire: Dragon Quarter did that, or rather, you could complete the game multiple times, and upon reaching the end you could start over with whatever aggregated experience you had collect to spend on levelling up.

As for Diablo II, you could do something similar once you'd finished the game, and...~~~~~HARDCORE~~~~~ mode came after that.

FF X-2 (dont flame me for liking it >.>) it has a new game plus, your levels reset but the abilities of the garments dont reset so it doesnt make the game TOO easy, but having the shin-zantetsu (samurai dress sphere) and almost every enemy vunerable to it (and a chemist to restore mp for free) makes the first half of the game easy =D

Blue Dragon did something very similar.

To Lord_Jaroh: The game wouldn't be unbeatable. Your stats may be out classed, but you still have the skills that you have developed on the first run through. Like I said, an action RPG. You would be better at dodging, timing attacks and adapting to the AI. It would be far from unbeatable.
