Yeah there's the whole iron skin thing they added a while ago, but he seems like a natural adversary. He's practically the kind of character Saitama parodies anyway.

Saitama is stated as being as powerful as he needs to be to beat an opponent, because he broke the limiter god puts into each living being. A fight with the Hulk would last indefinitely for this very reason. Saitama could never truly beat Hulk, as each punch that put Hulk down would just bring Hulk back more pissed off to match Saitama, who would in turn draw enough power to one punch Hulk again.
OT: I'm going to go exotic and say Honor Harrington, provided she gets at least the Paul Tankersly, a pinnace, an assault shuttle, or a guided missile launcher of her tech base. Why? Because Honor would be aware what Saitama can do, but there's no way he could react to something at hypersonic speeds hitting him with an impeller wedge. Not even Saitama could resist a band of gravity stressed to 100,000Gs, that not even thermonuclear bomb pumped x-ray lasers can penetrate.
