If the dinosaurs survived the giant meteorite/comet that hit the earth, they would have shrunk.
That's certain. The reason the dinosaurs and other creatures were so huge was the amount of oxygen in the air. It was around 31 to 35 percent. Because of the fire/explosion/whatever from the comet/meteorite, a lot of oxygen was lost. So, they would have been smaller.

If they evolved into a highly advanced lizard race then they would probably look something like the above picture, just without the mandibles.

However as much as I do believe there are other intelligent civilisations out there I do not believe in the theory that everything will become an intelligent socially oriented species like humans at the end of their evolutionary cycle. It just seems unlikely is all.

I thought it would be cool (if really unlikely) that we'd be living along some lizard people (or quadupeds) or maybe we'd have lizard overlords

I will admit, I would like to believe it - it's just so cool to think about a civilization of dinosaur people rising to prominence. I saw this show once where they theorized that millions of years from now, if humans go extinct, squid may become land-dwellers and eventually develop sentience o_O

Yeah, I've seen that show too, it was on Discovery or National Geographic, but after a few episodes I realised it's completely ridiculous and based more on:

-You know what would be cool? Squid people! Hey Steve, you've wrote some paper on squids, right?
-Crabs.
-Crabs, squids, whatever. So are squid people possible?
-No.
-But what if there was like a totally different climate on Earth...
-No.
-And most other species were killed by a meteor...
-No.
-Oh come on Steve, those genetic mutations are random, right?
-Yeah...
-So there is a chance that they would occur in the exact order to make squid people?
-Yeah, but...
-Fine! We have an episode
