Stupid laws, stupid politicians, rules that serve no purpose etc.
What does Rapture not have?
All of the above.
Well, we'd make sure whoever is in charge would stay sane, and we would NOT have Adam/Eve. Shit just ruins everything.
And we'll also find a way to make skyscrapers work underwater. Because fuck you, physics.

Realistically, it would be Liberty City, except everyone would be the player character. Unfortunately, that means we're all going to die. except maybe our local Sauron. he would have to be there for a sequel.
