Even in the city I would probably spend most time within the propaganda TV station that is User Reviews, I spend far too much time there as it is I should really start coming to off topic more often if the threads are all of this quality.

It would be a very upper-class city, with lots of parlours for tea-sipping and monocle-adjusting, but also for indulging in liquors and some other substances. The people would meet in little groups and feign intelligence in discussing world affairs, the state of videogames, and some off topics.
Every week, Slum Lord Yahtzee would release a propaganda video, broadcast on the giant television screens across the city. This would always cause a massive influx of people from neighbouring towns who would come and riot against whatever Yahtzee has denounced that week. Whatever the topic was, it is immediately stricken from the good list, and any discussion is now about its inherent flaws.
Some of the people stay and join the parlours, where the other aristocrats sip tea and discuss. However, these people talk with strange accents ("wut is diz shit") and make incredibly long metaphors that are barely comprehensible ("omg lady gaga is like taking a whale and humping it in the butt wihle its horns burst into flames and spray acid on my mother in law").

It would be filled with cats doing silly things for our amusement... Yahtzee would have his own church/cult, and Spinwiz would be the event coordinator. The mods would wear paladin like armor with giant war-hammers, and Genre wars would be on the news constantly for gang-related violence and murder.
