Kotaku's reply system does a good job of promoting discussion, and lots of current game news to talk about.

I would found my own website! Then when that ultimatly fails because it was a single badly done webpage I guess the newgrounds forums look active enough (to tell the truth though this is the only forum I have ever been very active in anyway) but at least theres plenty of flash.
