Depends on size (too big, no, too small, no), if he has a weapon (yes, then trip/disarm him; no, well maybe he stole something for his starving child to eat on christmas day), and what crime it appears he committed (theft, see above; almost anything else, trip/push)

I did this once, a guy robbed a chick's purse, and he was being pursued, I tackled his ass and when the Gardaí caught up he jumped up and said "I want to press charges for assault!" The Gard looked at me very seriously and in a very loud voice said "I need your name sir, and make sure it is your REAL NAME, if you do not give me your REAL NAME, we cannot prosecute you. It is VERY IMPORTANT YOU GIVE ME YOUR REAL NAME!". The scumbag was mouthing off about how unfair it was. Taking the hint, I just smiled and said "Jason Bourne", gave a fake address and off I walked.

Given that most laws in the UK have been made over the last couple of decades simply to give the police more reasons to arrest people, no I probably wouldn't.

Given the lack of details I probably wouldn't as you fail to mention if they have a weapon etc. However if they didn't then I might clothesline them for the luls.

depending on how brave i am at the time but theres tons of factors built if hes carrying a knife of gun but if i had a vendetta or something i would probably try and trip him or something but i would never put my own life in serious danger

If I thought I could do it safely, yes. If he looked scary or armed, I'd probably try to get out of the way.

Maybe my understanding of the legal system is backwards, but I thought you get arrested first and then stand trial to determine guilt, not that once the police catch you, you are immediately found guilty of something.

I mean, if you live in an authoritarian regime where people often disappear for political crimes, then yes, you have a point. But short of that, you honestly believe that somebody running from the police should get away?

If he didn't have a weapon, maybe. But I don't think I'd be able to react quick enough either way.
