Citizen Kane:Star Ocean: Second Story. so much freedom and yet structure enough not to get lost or bored. tons of replay value. concepts and abilities felt new and interesting.

Plan 9:persona 3....predictable plot, boring side quests and a repetitive dungeon crawler with no real sense of accomplishment. After playing Persona 2 I was sad that this is what came of this series.

(Just my opinions anyway)

If Super Mario 64 is gaming's Citizen Kane...
Two works that lead to all sorts of revolutionary ideas (camera control, analog sticks, 3D platforming, ect.), taken existing matter and refined them and made them into a great piece of work. However, it does show its age in ways. Others have come and taken their concepts and adjusted to the times and advances. But that doesn't mean these don't hold up.

Then Skyrim is gaming's Plan 9 from Outer Space...
Reeks of bad productions, a completely unimportant main plot, bland and lifeless characters and made by artists well known for their technical errors. But that doesn't mean these aren't enjoyable. If anything, it's some of these things that make them more enjoyable.

What? You never said it was a best/worst thing. :p

For Plan 9, I'd have to say Oblivion. Now, before you all get up in my grill about it, I can tell that the game was made by a group who really wanted to make something truly epic rather than just a copy-pasted, average, profitable venture. Unfortunately, it tripped on its massive cape: Bethesda made their "final" patch with at least 2,200 bugs for the fans to fix. And even with Unofficial Patch installed, I just found it boring, lifeless, clunky and definitely not worth that host of perfect scores every single gaming mag ever gave it.

As for Citizen Kane, well, I really don't know. Here's the thing, though: Citizen Kane was made using technology that's dated by modern standards, but still tells a brilliant, well-acted story (so I hear.) On that note, it'd probably wind up being something using 2D sprite art, or at least something from a sixth-generation (or earlier) console.

If Deus Ex (2000) is the Citizen Kane of gaming, then Dead Island (2011) is the Plan 9 From Outer Space of gaming.

I enjoyed Dead Island for pretty much the same reasons I enjoy Plan 9 From Outer Space. The game had MANY technical flaws that resulted in quite a bit of hilarity, just like the movie. The characters and story were the blandest batch of cliches out there for both the game and film. The scripts were both laughably bad.

Oh yeah... and zombies.

I'm having trouble choosing between Stalin Vs. Martians, Bad Day LA, and Postal for Plan 9 - both of them being games designed not to be taken seriously which still somehow manage to fail on every level.

For Citizen Kane: Maybe Grim Fandango - unappreciated at launch, but with depth and beauty far outdistancing its time in the sun.

Look beyond the generic "best/worst" qualifiers, gentlefolk! Both Plan 9 and Citizen Kane represent more than the respective outlying meters of the quality spectrum, and there are games which occupy those spaces much better than the obvious pull-it-out-of-your-hats like ET or Big Rigs.

The shit one? I dunno, Two Worlds.
See, that's a good choice for Plan 9. It's a game that not only fails on just about every possible level, but it does so in hilarious fashion.

And yet, I still sort of enjoy it.

If Street Fighter II is the Citizen Kane of fighting games, then Shaq Fu is Plan 9 From Outer Space. Plan 9 From Outer Space is the good one right?

Anyway, my point is, to be called the "Plan 9 from Outer Space" of video game, you have to really suck in every way imaginable, but also have a cult following like Plan 9 does, so I would say ET on Atari or Big Rigs: Over the Road Racing.
That's something that a lot of people seem to be forgetting. Similarly, Citizen Kane isn't by a long stretch the most enjoyable movie to watch. It was very technically impressive and revolutionized how films were shot, but that's kind of it. The rest of it was also good but not nearly on the same level, and it's most notable for the enormous influence it's had on everything made ever since. I'd say kind of like Mario 64 and OoT, which are both good games, but the biggest lasting impact they've each had is being the first to do things right in 3D in their respective genres. Before either of them, things were kind of a disaster, especially before everyone started using things like the standard target lock-on the way OoT did, just like tons of camera techniques we take for granted now came from Citizen Kane.
