...for one year each.
For example I think there should be only games set on old timey tall ships for a year. I think there's some seriously unexplored potential in there.

No cutscenes lasting longer than five minutes.

Also, if the main character is a grizzled space marine, he must be voiced by either Andy Dick or Gilbert Gottfried.

No more in-fucking-visable walls. Any developers caught implementing any in their games will be punished severly, by being placed in an area with hundreds of invisable walls, to see how annoying it is.

Never release a half-finished game early and still charge it $50-60+ just to save the rest for DLC.

A law enforcing use of primary colors while banning almost all shades of gray and brown (leaving one for gray and one for brown).

Alternatively: No weapons smaller than a SPAS-12 shotgun. Then point them to Ratchet & Clank series so they get how to do it properly.

put a limit on how many games of a certain genre a company can do in a certain period of time. Make 5 straight shooters? time to switch to racing games. Make nothing but RPGs for the entire history of your company? it's about time you made a platformer. I think this could really mix things up and lead to some interesting new releases. I mean think about it. What if Bioware or Square Enix started making the occasional shooter? or Bungie put out a racing game? i mean sure, we'd probably see some shitty games, but I'd bet along with that we'd get some serious innovation.

All games must be turn based. I don't care how it's implimented but every game released must use a turn based system.

Thou shall not force unwelcome platforming section onto players. Failure to abide will stick the devs in the game Super Mario Galaxy.

Games must be properly tested before release so people aren't buying a buggy, glitchy mess

If a game series has already had more than ten incarnations...

MAKE SOMETHING NEW! JESUS CHRIST!

I'm sick to death of these franchises...

I would say a price ceiling but... That'd be stupid.

Pretty much needs to be against the law to have overly intrusive DRM. This term will be defined by a panel of Lawyers, programmers, developers(other than programmers), heads of the business bureau, industry analysts, and six random guys off the street.

If a publisher head comes within a 100 mile radius of this panel when they're in a meeting session, he is shot.

Don't spend more time working on multiplayer than you do on singleplayer.

Thou shalt not make games based on movies unless thou has spent enough time to make it decent at the very least.

If a game is made, and it is extremely successful, make sure it is the last game you ever make.
