The nation state of Lunaris is protectionist, strict immigration policy is in order. We actually look for people to become members of Lunaris, not the other way around as the moon is pretty hard to get to. It is to be a extremely technically advanced nation state. Basic human rights are there once you get there mind. English law or Scottish law systems may be used, though due to selection of members hopefully there will be little in the way of crime and punishment.

A relatively small area, preferably of Mediterranean climate. I want to be able to know the majority of the people, and to be able to realistically be able to hold audiences with those who have issues. Naturally, I'd still want a large enough nation for it to matter, but over 1,000,000, and I wouldn't be able to handle it (I realize I can't handle all court cases, etc. But I can be the highest court that you can appeal to.)
What system of government?
Father Knows Best state/Benevolent Dictatorship. I wouldn't be too crazy, but the only real effective form of government is a small dictatorship. Assuming that I want the country to do well, I'd be good at that.
What economic system?
Raw, unadulterated, capitalism. I'd regulate, but not stop. For example, the slave trade: I'd allow people to sell themselves, if they truly need to pay the bills for, say, their children, but you can't sell your kids, and if a slave has a child, the kid is free.
What would you name it?
Nanjiakure, with the capital being Nanjiakuraga. Don't ask.
What rights might you guarantee?
For the most part, those the US constitution gives you. The rights to Life, Property, and... I don't know. I'd use the US Bill of Rights and such as a model, though.

Probably not. I'd require all religions to be open and allow government inspection, however. Not to pry, or change, but to ensure that no religions involve bodily harm, or can get away with harming peoples livelihoods. Not to imply that a certain church (with some putting quotes around "church") of Scientology is harming livelihoods or people...

What area would you want it to occupy? I think the Azores are an ideal location. Nice climate, close to natural economic allies in both Europe and the Americas. I'd have to convince Portugal to part with them, though.

State-capitalist industrial export economy run by a triumvirate of directors elected by popular vote of the educated classes (suffrage would not be universal but rather determined by literacy and ability to pass a test about the issues) but with dictatorial powers.

The first five Amendments (with an exception for religion---see below) to the US Constitution, granting citizens freedom of speech and assembly, the right to keep and bear arms, the right to be free from having soldiers quartered in their homes, protection against unlawful search and seizure, and rights to due process. Amendments 6-8 of the Bill of Rights would be modified to tilt the balance of the courts toward the victim and away from the criminal. While criminals would still be innocent until proven guilty, once found guilty by a jury of their peers punishment would be swift and merciless, either in the form of forced labor as slaves in the Mike Rowe jobs of society or in violent retribution. Example: If you rape a child, the child's extended family all get to stab you with a Klingon suicide dagger-type knife in descending order of level of relation to the victim until the criminal is dead. Would you declare a state religion? I would draw up a pantheon of gods with a strong basis in Greco-Roman/Norse paganism. Eastern religious practices would be tolerated (but non-practitioners of the state religion would lose citizenship rights). Abrahamic monotheism would be outlawed and the prohibition would be strictly and violently enforced. Atheists who actively undermined the state religion would be regarded as a fifth column, but if they kept it to themselves they'd be welcome (though again, they wouldn't be citizens until and unless they became regular temple-goers to at least one of the gods.)
