Keep in mind, though, that the main reason Russia entered the war was that Serbia, one of its allies, was associated with the assassination of the Archduke and thus was at the heart of the conflict. my answer is that it wouldn't have done much. depending on the time period, lets assume mid thirties, Hitler would have already started the Nazi party, so thats there. the Japanese were still trying to expand, but Italy wouldn't have without Germany, and they wouldn't have been as effective had they tried. It might have prevented the holocaust though, but I'm not sure.
