That's a little to vague. I mean i am a pacifist. I am fine with fighting, just not with killing. Even then i just wont kill a being like a human or something similar enough intelligence wise or something along those lines were there more than just animals. I am fine with killing zombies and while I don't want to kill animals I would. So i need to know, how many zombies are there? Are the criminals integrated into the zombie horde? Are they working together or fighting each other? Can I somehow protect the criminals from the zombies. What did they do anyway? Are they rapist, or murderers,or thieves, or what? Is there a cure for the zombies? How dangerous are the zombies? The criminals? Your scenario is just to vague for someone who's answer is not just kill them all, and even then its still to imprecise because, what if all the criminals are weaponless and the zombies cant move 5 feet without falling apart? Or, what if the zombies are from Warhammer and the criminals are all supervillans? I just cant answer this question.

A minigun with a chainsaw mounted onto it. Loaded with incendiary rounds for good measure. Also a katana for quiter situations.

Captcha - lunatic fridge. Dunno how that could work, maybe the enemy tries to get some food and get eaten themselves.

i second the las-gun, it's designed to be reliable and maintenance free and the lack of recoil should make it easy to control. It also could possibly punch through modern tank armor if you get enough shots in.

i would take:

primary; white phosphourous flamethrower (burns even while submerged or spaced)

secondary; plasma autorifle (timesplitters 3 model)

ternary: carnifax hand cannon (mass effect 2)

grenades; plasma stickies (halo)

melee; a 10 foot tall heavily spiked bludgeoning mace (my own personal invention)

armour; gears of war marine armour.

side power; super jump, allowing me to launch devestating surprise attacks.

This because it's the most damn fun weapon you could ever get your hands on. I'm more of a melee weapon guy, so I'll probably keep a chainsword handy with me as well, but this gun will be my main source of entertainment.

pulse rifle may be stronger but relies on power cores that you can't recharge by putting them in the sun. since we are fighting zombies this will most likely be a zombie apocalypse and a weapon that is more reliable wins over the more powerful one. and taking a titan is just lame cheating, you most likely will not have the training, team or implants to run that thing while i have just to pull a trigger.
