Equestria is a diarchy, actually, in that it has two rulers of roughly equal authority. And I think that when you're an immortal being of immense power who controls the movement of the sun (or moon + stars) you go past "claiming" divine right to being an actual living deity.

As for as the racial stuff, well the fans sure joke about the "unicorn master race" often enough but as far as we've seen all subjects of Equestria have equal rights.
