I would assume a quantum harmonizer would either make all of the electrons of an atom go to their lowest possible energy point or add or subtract the necessary amount of energy to make the electron configuration completely stable like in a noble gas element. I can only guess that a photonic resonation chamber is some sort of device that receives light energy and then converts it into a more useful form of energy or perhaps even multiplies its intensity to create some sort of laser. This is, of course, all speculation. I'm not entirely sure what putting the quantum harmonizer in the photonic resonation chamber would entail.
