Not a game recommendation, but I think you should watch the actual musical Sweeney Todd rather than the Tim Burton film. Rent the version with the original Broadway actors Angela Landsbury and George Hearns. That is some awesomeness right there.
I'll second the hell out of that notion. The '82 Live On Broadway video is one of my favorite films of all time. They haven't invented a mathematical equation large enough to describe how much better George Hearn is as Sweeney than Johnny Depp. Chris Groendaal was a pretty terrible Anthony though...

OT: You may enjoy the game Steambot Chronicles. It's not set in Victorian London, but the fictional land is heavily inspired by it. It's also set in...well, not the Industrial Revolution, but an industrial revolution. Just instead of cars, their IR revolves around giant robots =)

Alice: Madness Returns has parts set in Victorian London, not much though.

Fable 3 is sort of based off Victorian London.

Medievil 2 is set in Victorian London.

Can't really think of anymore at the moment.
Medieval 2 Total War? cause if so your wrong

Ok, I will check the musical, and thank you for sharing that with me.. I had no idea the actual musical was that popular and good.
About the Steambot Chronicles, I will certainly check it out.

Echo Bazaar might appeal to you, I suppose. It's a story-focused web game, and you can't really sink loads of time into it since you have about 40 actions per day, with an action bar that caps at 10 and replenishes at 1 action every 7 minutes or so, but it is really interesting and it sounds like your kind of setting.
Oh yeah I already play Echo Bazaar.. In short it's a masterpiece, but I just can't get any of my friends to try it out :D.
