I honestly think that Animal Cruelty is not good. But I think 6400 dollars is overdoing it a bit.

Killing puppies isn't "animal cruelty". it's "animal murder". If she were simply torturing them or hurting them without killing them, THAT would be "animal cruelty".

but dude... she actually threw puppies in to a river. You could hear them yelping, and she just tossed them in like they were garbage (and she enjoyed it...)

Nothing deserves to be treated like that

In all seriousness though, I think it should be more, but not monetarily, because lets face it, her parents will pay for most of that. Maybe some kind of animal restraining order?

She can pay every penny herself through community service.

Regardless of your wider view of animal rights, this is wrong and should involve...something extra. Hell, I think the fact it indicates psychopathic tendencies alone is a sign this deserves jail time.

Then, buy cake from Michael Bay's reward money and eat it right in front of her... slowly and make sure to like your lips.

To be perfectly blunt, I don't really believe in the idea of punishing criminals. I think that a better system is to attempt rehabilitation. Unfortunately in this case, the girl is obviously a sociopath, and there is no cure for sociopathy. I think she should be locked up forever, not so much for this one act, as for the fact that if she's a sociopath it's not unreasonable to think that she'll do sociopathic things in the future. Since there is no way to rehabilitate her, the only choices are either to lock her up for life, execute her, or somehow keep her under 24 hour surveillance for the rest of her life. Of those three options, I'm inclined to think that the first would be the best.

However, we live in the real world, where we don't rehabilitate criminals, we do just punish them. I don't feel like I really can comment on whether or not that's an appropriate punishment, since I don't think a punishment is the right way to go in the first place.

Make that for each puppy and it should sound about right.

I mean, each one is an act of animal cruelty. So if you follow that sort of logic -- a stretch to pull off in court, I'm sure... I have little idea when it comes to criminal cases yet I'm sure it's possible. Then again this is Bosnia, so I'm sure I'm a bit ways off. Anywho! Than she can be fined for each puppy she threw into that river. I think she should be fined in such a manner, better than flaying her alive or sending her to prison to be shanked by a prisoner that just happens to love puppies.

The fact is, she won't stop unless we make her stop. The only way to ensure that without killing her is to cut off her hands, but apparently that's too much... so let's reconsider here. All we'll do is make her smarter about it the next time. So I say we hit for everything we can now so she'll feel something.

Unfortunately psychiatric help wouldn't really make a difference. There is no known method of rehabilitation for sociopathic/psychopathic disorders. The only ways to deal with someone who has one of these disorders is to strictly regulate them. And in this case, the only sort of regulation one could reasonably expect to have be enforced, that is a life sentence, will not be enacted as a result of the Bosnian law. That is to say that as a result of the Bosnian legal system they are unable to affectively deal with someone in their midst who is clearly sociopathic, and can be reasonably expected to do some other ethically questionable things over the course of her life.
