Absolutely, if scientists could figure out how to make a gun give a sudden electrical discharge. It would be INCREDIBLY dangerous and probably not reliable and hard to make a direct hit as the speed of the projectile is going 186,000 miles per second. But yes it is practical

I'd say it would be the most practical weapon in the world. Fear is a very important factor in personal weaponry, so you probably wouldn't ever have to worry about firing that thing! Nobody fucks with the guy who can shoot lightning.
