Well, as for fan voting being toxic, it's always been toxic to some degree, and likely always will be. Unlike Screw Attack, regular old fans don't need to look up and compare/contrast all games that meet the requirements to be judged, and will likely just base their decisions off of the games that they have played/have a strong opinion of. I'm assuming that most people don't buy games if they think they'll be bad, and so if most people aren't exactly buying/looking up every game on a platform regardless of quality, then there's really very little chance of them actually choosing the worst game for the platform, but more likely, the worst out of what they have actually played, likely making the vote fairly inaccurate by default.
Also, as for the actual quality of games, I've given up on the idea that any game is objectively better than another. To be honest, the only objective criteria that I can put a game through is whether or not it functions as intended, and that's about it. Other than that, things like story, game play, music, and aesthetic are all subjective.
Everyone is right for their reasons as to why or why not they like or dislike a game(unless they actually don't know anything about the game and are just pre-judging it), and the only people that are wrong are the people that act as if they have the answer as to what is the universal objective understanding of the game and/or denounce other people's opinions as objectively wrong.
So yes, fan voting will likely be inaccurate for as long as anyone can vote without full knowledge of what they are voting on, but at the same time, these games could quite rightfully be the games that people at large like the least, and just like fan votes are mass opinions, so are screw attack's views, so you really shouldn't get so stuck up on "official" and "unofficial" opinions, as they are all just that, opinions. However, if you were looking specifically for screw attack's personal views on which games were the worst, then that's a different matter altogether.
But you really shouldn't get so hung up on other people's opinions to begin with, you should always be the first and final judge of whether or not a game is worth playing, since you are the one that will actually be playing it at the end of the day if you paid for it, and people too often let reviews sour or otherwise sway their opinions of games. For instance, it doesn't really matter to me that Sonic Lost Worlds got ranked the 3rd worst game, if I enjoy it, then that should be all that matters, not some aggregate or "official" opinion trying to convince me otherwise.
tl:dr; these are all opinions, not objective or facts, and don't let other people's like or dislike of a game negatively influence your opinion of a game or purchasing decisions. Have your own opinions about games, but be sure to acknowledge other's opinions as well.
