I think it's fair to blame the devs for any option they explicitly put in a game, because you know, they put it in the game. It can be fuzzy when a option wasn't explicitly put in. Some times two systems interact in a way you didn't expect. If they didn't know, then you can't really blame them for something they didn't know would happen. On the other hand, if they did know, or should have know. I think you can blame them for leaving it in. It's fuzzy.
One nutty thought is that if it's not the developer's fault, then you can argue it's the players. To state it in the most hyperbolic way I can, games don't chainsaw demons, players do. (I watched the doom trailer recently.)
