Rapture thread much? And it would simply be somewhat of an island that you then let sink a bit into the ocean. Actually, I think there is an underwater hotel already if that counts.

Huh? I'm talking about everyone being like Aquaman. Having a mullet and no superpowers, y'know? Not Seamonkeys or Seamen or anything.

Is the earth covered in cities? No. Till that point there is no reason to build in a hostile environment in which a leak would be a very very bad thing.

To be honest my theory would be the exact way we build normal buildings, but after making the domes or what ever the roofs going to be like they would drain the inside and depressurize it.

That theory's logical but I don't like logical I prefer making it up, so whats your plan of making a city underwater?
That works until a certain depth. My best guess would be 150 feet.

It depends on how deep the city is, I suppose.

As to your question what use it would have: I'd think it'd be pretty awesome to live under water. Plus marine biologists would have a field day (or should I say lifetime) down there.

sounds like something that could theoretically be possible, but would cost trillions of dollars (or whatever currency they'd use), and won't happen anytime soon.

My faith in humanity will be totally restored if that happend. It would require a hell of a lot of oxygen though so I don't think it will be happening this century :p But that's still such a cool idea, I hope it happens NOW.

Until people find a way to make O2 from H2O, there is little chance to live in such a city. Sure, you can build it, then sink it to the bottom, but what's the point? You would die of pressure or lack of oxygen.
