Im pretty sure you have no idea how much a horse actually costs. Most people end up selling the horse for meat although you get next to nothing for that a $1000 if you are lucky. This is actually pretty standard practice with race horses. Since they cost so much to keep if they cant race anymore they either get put down or sold off for meat.
My sister had a horse called Benson, no idea if he got turned into dog food though.

I'm pretty sure you have no idea how much I cost to run, I'm a hungry big rural Frenchman.

Im not sure of the law, but id assume it would be alright if said horse was attacking someone or something, though if it isnt against the law....you would have to have used every option you have to distance yourself from the horse or scare the horse away so that it doesnt harm you or itself... :X

not a lawyer though :x

Again I'll say it horse=/=people.
We are currently trying to give it to a Charity center they don't have any room though.
They are trying to find someone that would want the horse, but at this time no-one wants one.
No one wants a free horse.
There are no butchers where I live as well.
So you tell me would you prefer me to shoot you if you are going to starve to death slowly with no hope of any kind of saving or shoot you while you are healthy? That's you in the horses position.

I really feel for you. I have a relative who is forever taking in horses nobody else would look after; permanently lame, with cancer or massive behavioural issues. Not horses who could do anything but who were happy pottering about in a field. I am not sure about the legality of shooting the horse (and to be honest I would not recommend it; it will be upsetting to you personally and you will still need to arrange to have the body disposed of).

Can I recommend the following steps?

1) Ring your local humane society and ask them for advice, they will have lists of local charities who will take in unwanted horses can advertise the fact that you have a healthy horse to rehome and may know of a riding stable who would take it in.

2) Start saving. I know the cost of having an animal put down is high but in the case of a large animal it is a job that needs to be done professionally. If you are uncomfortable with the idea of it going for human consumption you can ensure it doesn't and places like zoo's will often use it.

I understand the costs and the pressures you are going through but getting yourself landed with a massive fine is not going to help.

Ignore all the flippant remarks and comments that are just trying to annoy you, take a step back and do some research. This is becomming an increasingly common problem and there are places that can help.
