Yes. It's not that difficult to hold onto your garbage until the next garbage can. Totally preventable.

I mean, how hard is it to keep your trash with you until you find a place to throw it out? It's an arrogant act of self-entitlement, and it drives me nuts.

In most places it is a minor crime and one that people don't really get in trouble for. In certain places, such as Thailand I think (or some southeast Asian country anyways), littering is actually a severe crime.
