I knew there was an explanation! Though I've been on the funny meds and been having a little insomnia because of dental surgery and the only answer I could come up with is that it was a joke on the NSA's part.
They can buy a domain name and if a government of any nation decideds that the organization is not real then they can and will tell the site owner to change the domain name. I could be wrong?
You are just getting into trademark infringement then, and I don't think anyone has a trademark on the Illuminati.

I think it's kind of sweet, you don't often see people who think the Government can actually pull off a conspiracy.

Not so much the UK Government but rather the lower branches of government run agencies. For example, the Police in the UK tends to leak like a sieve by leaving extremely important CDs and USB keys on trains and the like. However, when was the last time you heard about MI6 having a major leak?

If a government really wants to keep something secret, they will.
Sometimes its "a handful of high level people using government resources" rather than "the government" itself. Thats how they keep secrets, but to call these things official government acts is a long shot in and of itself. Like misappropriation of Corporate funds, to me at least, its not the corporation doing this but usually a few greedy ass people. In government its either greed or an inflated sense of self-importance and "only I can do whats necessary and right".
Still its sad that people can and probably do get away with things that the general public will never know about due to extreme bureaucracy.

Maybe, you know I'm not 100% sure myself though the site is very official looking and all that. Though with todays amount of agencies the government has I wouldn't imagine it would be hard to just make one up and have people believe you.
The NSA is 100% real and .gov is restricted for government websites only

How do you know? If they succeeded in keeping something secret, you'd never hear about it. They kept Bletchley Park secret for over 30 years.

UK gov't is much more closed and opaque than the US.

I know the NSA is real, and it's just a few miles outside Ft. Meade. You can see the 'Dish Farm' from some of the higher points.

Also, freaky note: One of the students at DINFOS had rented a car and was going for a drive when suddenly the GPS put her somewhere in downtown Lahore. Turns out the NSA property and proximity pumps out a jamming signal that screws with GPS input and output. I heard stories from people who lived in the area that it's somewhat of a regular occurence on the beltway exit. The GPS thing is just something I heard, though, so take that with a grain of salt.

The NSA really does exsist, it's whether the "Splinter Cell" version of the NSA is real or not

NSA is the national security agency... it's kind of like saying the CIA doesn't exist.

Also, the OP needs to look into the game The Secret World if he's interested in conspiracies.
