Sometimes its "a handful of high level people using government resources" rather than "the government" itself. Thats how they keep secrets, but to call these things official government acts is a long shot in and of itself. Like misappropriation of Corporate funds, to me at least, its not the corporation doing this but usually a few greedy ass people. Not so much the UK Government but rather the lower branches of government run agencies. For example, the Police in the UK tends to leak like a sieve by leaving extremely important CDs and USB keys on trains and the like. It seems that whenever the UK Government tries to keep something secret it fails miserably in under a year.
