I will say that regenerators (and iron maidens) remain one of the most dread inducing encounters in video game history (oh god that breathing). Garadors also freak me out.

One of the strong points of the game is the very memorable death sequences. When you get killed, you learn your lesson well.

The story isnt well written, its like some cheesy kidnap story. Which isnt bad though.

The game can be scary a few times. In the village, it gets scary at first until you develop a strategy to fight.
It gets scary when you fight mini bosses (Salvador, who is the chainsaw guy. Also the Garrador and J.J. Both make Salvador look like a wimp. Garrador is a fucking nightmare, and J.J. is just damn brutal)

Also some other things, like the "Right Hand Man" and "It"
El Gigante.
And those parasites that come out of those bodies you headshot. They are pretty easy and simple in the village. Later on, it gets much worse.
And those fucking regenerators.

Who are those guys and how do you know their names? I had no idea the mini bosses even had names... O_O

I wouldn't really say scary as much as eerie, in that all the scariness is all in your head. I played it through again recently and I'll admit that I was a bit on edge at first, having little ammo and with all the enemies seemingly appearing out of nowhere (gray enemies, gray locations, low definition game on HD TV), but once I realised that they didn't really pose any threat since they have the speed of glaciers, it was 'just' a really good action game.

Simple answer: No
More elaborate: Not at all. Resident evil never spooked me at all and i never had a nightmare because of it so i don't say it's scary. Sure, it shocks you every now like when the zombies stick their arms in the windows wanting a snack but the scariest parts are less horror and more annoyance. Like being scared to face a one hit kill monsters or being scared to continue to the next room that will have Mr. X in it but you are in the red. Resident evil has never been around being scared, it's more about solving puzzles and shooting zombies and seeing what the mind can do with a little inspiration.

Bottle caps and notes.

Bottle caps you earn for being a very good shooter in the shooting mini-game (I have them all)
Notes you just find all over the place.

the only scary part is when you first meet regenerators. pretty unnerving, but you get accustomed to it once you can snipe out their little parasites easily. other than that, nope. just standard monster fare.

as for well written, BWAHAHAHA! cue misremembered quotes:

leon: i was sent by the president.
ashley: what, my father?

salazar: i have sent my right hand!
leon: your right hand comes off?

leon: what is this, bingo?

luis: not so rough. you're... not like them?
leon: nope.

i'm PRETTY sure this is meant to be taken seriously, but i dont mind. it's entertaining.

Only scary bits for me was after the first regenerator encounter outside in the corridors where you can hear them breathing. Walked around wide eyed with revolver in hand I did, also another regenerator encounter in the prison place.

Whoever told you it was scary or well written was obviously having a laugh. Everyone knows RE stopped being scary after the third game.
I'll agree it wasn't scary, but there was definitely a whole lot of creepy and intensity.
