Gets me every single time.
Excellent, though I prefer and submit this one:

Also, this:

It seems James Cameron's handle of symbolism has slipped somewhat of late, but he once had it in his palm. This works on so many levels as well as just being pretty. Same goes for the Two Towers clip, actually.

[edit] If anyone cares, sorry about the embedding issue on the T2 clip. Apparently every version has the same problem.

This whole song, but the ending solo brings a tear to my eye.

So much emotion, and you let it out like a faucet.
Agreed.

You heard Brendan's Death Song?
I have, and it is another great song by them.

I'm sure I'm in the minority here because I absolutely love hockey, but the two I think of off the top of my head are:

1980 US vs Russia hockey game (Do you believe in miracles?)
2001 Avalanche Stanley Cup (Ray Bourque lifting the Cup while is son looks on crying)

I would look up the associated youtube videos for a link, but I don't have enough time. They're easy enough to find.

Discovering the last den of Doug Rattmann in Portal 2. After that, every time I thick about it's chilling, especially if you can hear his crying out gibberish.

what happens to rattmann anyway? what was his story? i never could find out, or piece it together.

The return to the Ishimura in Dead Space 2.
What freaked me out was how little they changed it; I expected them to take some artistic liberties and change it a little, you know?
Nope.
Everything's EXACTLY where it was in the first Dead Space and I navigated that place by memory. I remembered what was behind every door, where every locker was, etc.
Turns out all you need to do to creep me out was to just leave everything alone...

The speech from The Dictator. Awesome quote, seriously. And it has only become more relevant with time. I would embed it here, but I don't know how to do that. So here. Take this link.

The ending sequences of Second Sight. Even when I see it coming, it's still the best twist in history.

Also, Aphex Twin's ambient stuff.

The ending of Red vs Blue. The ending of any good series tends to give me bittersweet chills, especially if it was a long-runner.

Well theres that one speech by Charlie Chaplin (and thanks to this thread I've watched it 4 times this evening, gets me EVERY time).

King Theoden's Helm's Deep and Pelennor Field speeches (helped by the rousing music).

The ending of Portal 2.

Saving a certain someone's life in DE:HR.

Half Life 2 and episodes. All the feels.

Plenty of songs from the LOTR and Halo soundtracks have that effect on me, but I think this scene from LOTR: the return of the king is the worst--

"the grey rain curtain this world folds back, and all turns to silver glass- and then you see it. White shores, and beyond, a far green country..."

There is probably one moment, I always know it's coming and oh my god is it trope centric, but dear lord everytime it leaves me on the edge of my seat and was the one of the only things that ever got me like that;

Sonic the Comic, issue 80, Running Wild. To understand why this, you have to understand 2 things about British comics.... ALL British comics, at their worst, they are absolute drek and you wouldn't even wipe your arse with them, at their best, they blow literally EVERYTHING EVER IN THE ENTIRE GOD DAMN UNIVERSE AND BEYOND away. The scene, Super Sonic screaming in from the air as a golden fireball of sheer destructive force and unleashed psychosis, yelling the phrase; "AMY ROSE PREPARE TO DIE!" - Yeah our Supes was a psychotic bad ass, with laser eyes.
I was 9 years old, I'm currently 26 and that one panel, still resonates with me today like no other thing in history I've read, even Judge Dredd; America.

Speaking of Dredd, seeing this at the cinema, in 3D.
There are certain moments in movies, some beautiful, some compelling that send those shivers down ones spine, this was my favourite type... this was the "Shit got real!" chills from the movie Dredd deserved.

Everytime I think about these quotes.

"Is there life in the universe? Or are we alone? Either way, the idea is staggering." - Arthur C. Clark.

"Measuring the difference of intelligence between an Einstein and a Village Idiot is like measuring the difference in centimeters the height amongst species of giants." - Eiliezer Yukowsky

And these two Terry Pratchett Quotes by his character Death. (warning, Death talks in all caps.)

LORD, WE KNOW THAT THERE IS NO GOOD ORDER EXCEPT IN THAT IN WHICH WE CREATE. THERE IS NO HOPE, BUT US. THERE IS NOT MERCY, BUT US. THERE IS NO JUSTICE, THERE IS JUST US. ALL THINGS THAT ARE, ARE OURS. BUT WE MUST CARE, FOR IF WE DO NOT CARE WE DO NOT EXIST, AND IF WE DO NOT EXIST THAN THERE IS NOTHING BUT BLIND OBLIVION, AND EVEN OBLIVION MUST END ONE DAY. LORD, WILL YOU GRANT ME TIME FOR THE PROPER BALANCE OF THINGS? TO RETURN WHAT WAS GIVEN, FOR THE SAKE OF PRISONERS AND THE FLIGHT OF BIRDS? LORD, WHAT CAN THE HARVEST HOPE FOR, WITHOUT THE CARE OF THE REAPER MAN? - Death (From Reaper Man by Terry Pratchett)

YES. AS PRACTICE. YOU HAVE TO START OUT LEARNING TO BELIEVE THE LITTLE LIES.
?So we can believe the big ones??
YES. JUSTICE. MERCY. DUTY. THAT SORT OF THING.
?They?re not the same at all!?
YOU THINK SO? THEN TAKE THE UNIVERSE AND GRIND IT DOWN TO THE FINEST POWDER AND SIEVE IT THROUGH THE FINEST SIEVE AND THEN SHOW ME ONE ATOM OF JUSTICE, ONE MOLECULE OF MERCY. AND YET? Death waved a hand. AND YET YOU ACT AS IF THERE IS SOME IDEAL ORDER IN THE WORLD, AS IF THERE IS SOME . . . SOME RIGHTNESS IN THE UNIVERSE BY WHICH IT MAY BE JUDGED.
?Yes, but people have got to believe that, or what?s the point??
MY POINT EXACTLY. - Conversation between Susan Sto Helit and Death (from Hogfather by Terry Pratchett.)

Oh and this scene.

Might have more, but those are some of my favorites.

I agree with the Lord of the Rings scenes already posted, but I have to add this one, too.

Secondly, this scene from Battlestar Galactica...

Last, and foremost, any time Lilium plays in Elfen Lied in general, and this video in particular. I don't want to embed the video, because it has graphic violence (is that against Forum rules?), but here is the link... http://www.youtube.com/watch?v=2XWIx8KEnVo
