In RE1 you are looking at you character from a third person view thus its a third person perspective game. RE4 was the first to use an over the shoulder view and survivor and dead aim were light gun games a category all of their own. Resident Evil 4 was the first one to be a Third Person game.
Also, Dude, there was a FPS Resident Evil - Resident Evil Survivor, which was compatible with the gun periphreal for PS2(or X?), it had a DPAD where the hammer would be that allowed you to navigate in full 3D. That makes it a true FPS, and not an on-rails shooter like Dead Spae Extraction or House of the Dead
What are your benchmarks for a fps then? By that definition every game that has a character you can see is a third person game? Nope, Tomb Raider is considered a third person shooter yet the camera very rarely stays behind Lara. A third person camera does not have to stay behind the player. Super Mario Bros isn't a 3rd person shooter because he has the Fire Flower.
Now you could argue Mario 64, etc. is a third person game, but it isn't a fixed camera - if you want you can play Mario view from the side or bird's eye view.
You also can't claim a lightgun game is en entireley other genre because that would make the Metroid Prime series not a FPS because it used the WiiMote to aim, both WiiMotes and Lightguns used infared beams to work
