The bill you're referring to only gives the President ability to halt traffic in the event of a 'cybernetic emergency'. And I think this is only or the American Internet. Lucky I live in the (ever-so-)Great Britain! ^^
In other words, if terrorists are threatening to blow up teh nets, the President can stop it before it starts.
