Thief is stealth gaming defined. On higher difficulty levels, you're not even allowed to kill anyone. It's just so awesome to sneak from shadow to shadow, knocking guards out, pickpocketing keys from belts,...
Mind, can be a ***** to get working on systems from XP and up.
Thief 3 should work fine though, and is a bit easier on the eyes.
This series also has some of the creepiest levels ever designed. The Shalebridge Cradle in Thief 3 will make you shit your pants.
And "The Sword" in Thief 1 is total weirdness (in a very good way).

The Hitman series is great too, especially Silent Assassin and Blood Money.
They can be played guns blazing, but going the sneaky route (the game rates your stealthiness) is far more satisfying. You disguise yourself, tiptoe around, plant bombs, snipe, put poison in drinks, etc. Great games.

Arkham Asylum maybe? It's not all stealth but the stealth is pretty good and easily accessable. Can't think of any others that haven't already been mentioned.

If you've got an Xbox 360, Velvet Assassin. If you've got a ps3, try Siren: Bloodcurse

The best stealth game i have ever played is Tenchu z or any tenchu game
other good ones are theif and splinter cell and MGS

Ones that others mentioned that i know have horrid stealth game play is assassins creed, fallout and oblivion. I like those games but they cant do stealth very well.

Pretty much all been mentioned apart from The Commando's series. Very very difficult games and require the patience of a saint (especially 1 and 2)

If you can get your hands on them then the PS1 Siphon Filter games had a great deal of stealth in them. They can be really hard though.

Metal Gear Solid is also really good and isn't as hard as the SF games.
We need more games with tasers.

Thief is excellent. I've only ever played the first one, but lots of people (including Yahtzee) say the second is the best, haven't played it yet so I'm not sure, myself. I don't think any other game does stealth anywhere near as well as Thief does. I've played the Hitman, MGS, and Splinter Cell games, and while they're all very good games, they are simply nowhere near as good at the stealth thing as Thief is. But that's only my opinion, I guess.

Splinter cell or assassins creed. Even though neither are true stealth simulators both are an ass-load of fun. If you want real stealth try the older splinter cell releases.

Hitman. (All but 1, didn't really like 1)
The Thief Collection.
Splinter Cell. (Haven't played a lot of this)
Metal Gear Solid; timing stealth rather than dark and light stealth.
Chronicles of Riddick: Escape from Butcher Bay. (You can get it with Dark Athena)
Deus Ex.
Oblivion.
Beyond Good and Evil. (More of an adventure game but it has some stealth sections.)
Penumbra and Amnesia. (Technically Stealth)

I heard Thief is nice, but possibly not a begginers game. Whatever you do, DON'T PICK SPLINTER CELL. Splinter Cell is really good and interesting, but it way my first stealth game, and I absolutely sucked at it. I loved it, but I sucked at it. Conviction is easier, and still just about as fun.
Also, Amnesia and Penumbra are excellent choices if you enjoy horror games, or in Amnesia's case, crying yourself to sleep.

I'd say that any 'stealth' game in itself holds your hand too much because there must always be a 'stealth' way through any situation which therefore removes any suprises. What I like to do is play a normal game online and play it all with stealth, CoD or Halo Reach are great for this. I don't know playing against real people is a much more satisfying thrill for me, but if you want a real stealth game check out the others people have mentioned I've heard great things about Theif.

I picked up the Splinter Cell collection on Steam over the holidays.

I can't play Splinter Cell 1 anymore. It was amazing when it came out, but Chaos Theory improved on it in so many ways that it feels extremely old. So I highly suggest Chaos Theory. It still looks amazing, and it's so satisfying.

Not just tasers. Tasers that light people on fire!

Deus Ex is hands down the best.
Splinter Cell holds your hand way too much, but it's the obvious choice.
Deus Ex lets you do stealth, but it's nowhere near the best stealth game! Enemies can't see 10 feet in front of themselves.

(Although it's still one of TEH BEST GAMZ EVAR.)

As for Splinter Cell holding people's hands, you need to play Chaos Theory.

OT: Oh yeah, Splinter Cell: Chaos Theory.

Best pure-stealth game. Conviction's a solid game but they get obsessed with ambushes and straight up firefights after a while.
