Don't even START Fallout 2 until you download Killap's Restoration mod. It fixes easily 1000+ bugs while also implementing all of the stuff the devs almost included.
If you do this then I suggest investing in lockpick or you're going to get pretty pissed right at the start. I still don't see why they put a lock on that door, it seems utterly pointless. Don't invest too heavily but add a few points in early on.

Killap's mod puts a lock on Vic's shack's inside door making you need a moderate lock pick skill (or an explosive) to be able to progress in the game

I also suggest using small guns, melee or unarmed.
Intelligence, endurance and agility are highly valuable SPECIAL investments all through the game.
Pick up everything that looks valuable.
Sell everything you'll never use
Buy a lot of Stimpacks
Kill the guys with burst fire first
Make sure you have good armour.

Save often. I mean like after every talk. After every encounter. Half way through your trip stop and save. Just have lots of saves.

Golden rule number 1 - you can't do all the quests when you first find them. That frustrated the hell out of me the first time I tried to play it. It's a hell of an adjustment for someone who hasn't played old RPGs before.

1) Get Dogmeat. There is no arguing this. He takes tons of damage and can deal a fair amount to, as well as being wubby dubby adowable.

2) Use small guns early on. Big guns later, unless you REALLY like small guns. Melee and Unarmed are fun, but meh.

3) Get Small Frame as a trait. A free point of agility means you can max 10 with one less point (always max agility; more action points means more death for your foes!), keep luck at five, keep a high intelligence... oh, and youc an right-click on your weapons to turn them to burst fire/targetted attack mode (if the weapon is capable of said function).

Hmmm... don't lower intelligence too much... Because if you do everone will treat you like a retard. (which will be hillarious for a while, but will get dull pretty soon when you realize most people won't even talk to you)

Also:

1. Join a caravan
2. Hang around in the back while everone else fights
3. Loot all the bodies
4. Sell the weapons (but keep a few of them for yourself if they're good)
5. Profit
