Killer Instinct Kilgore Bundle?

In Killer Instinct for the Xbox One is the character Kilgore available in any bundle, or do I have to purchase him and all future characters for the post season 3 content separately?

I am not sure as I neither have an Xbox One nor Windows 10 that said from what I remember Kilgore was at an inflated price `to support the community` a bit like how Capcom justified selling those few costumes and stage (plus some colours I think) for about 20 quid.

So I would assume Kilgore would have to be purchased separately same with any post S3 content.

Do the bundles on the store not specifically say what they include?

The game states that he is a prototype to Fulgore, he has like gatling guns for hands instead of having predator like claws. Also Kilgore looks all rusted and old with sparks visibly spitting out of some of his joints during his entrance on to the battlefield.

Yeah the store does specify that Kilgore isn't in any of the bundles, but I was also under the impression that because Kilgore has been recently added that maybe he was just like unlisted or something.
