Not one factor is completely responsible, and not one person can completely solve it. Partially it's society in general for allowing the animal population to get so out of hand, partially it's people who get animals but then realize they don't want them and dump them off without having them sterilized, and of course there are the places that actually do the euthanizing.

And to answer your question about PETA, the reason they get so much more crap about the animals they've put down compared to the SPCA and other such organizations is because they give the SPCA and the rest so much crap for doing the exact same thing. It's idiotic, hypocritical, and insulting to those who actually care about animals enough to do things that actually help them out. I don't think PETA even cares about animals. If they truly did, they'd make their campaigns more effective and work to get more reasonable people on their side. But no, they're just a bunch of self-righteous twats who more than anything else hate humans.

OT: I think that the person who is accountable is the person who holds the syringe. Objectively speaking, that's just the flat truth.
Now, of course, they aren't the only ones who get the blame - neglectful or abusive owners are just dicks, and breeders pump out a ton of critters and like to think that their animals are "superior" to pound pets. Overall, though, the fact that we don't have a lot of funding put into pounds and rescue shelters is the problem. The high turnover rate in these places isn't going to change until we focus on it.

Though I try not to kill bugs if I can help it. Though I agree, that would be impressive.
