That 100c is a bit worrying, especially if it comes from idle usage. There must be tons of dust stuffed up inside your laptop's vents, you should try to clean them.

Name ATI Radeon HD 3200 Graphics

This is most likely the reason for your low fps. It's an integrated onboard graphic processor built more for video viewing than gaming. Though its on a laptop so it makes sense. They usually don't put separate GPU's into most laptops unless its a gaming laptop which gets expensive. They just tend to draw too much power(kills battery fast) and produce too much heat for most lower end laptops. Many older games may still be playable on it, but you will have to turn the settings down and your fps will not be great as you get closer to modern games. Many modern games however will just be beyond this laptops capability.

last 2 years i can play HD games on my laptop without lag. do you think cleaning the vents and replacing the old thermal paste on my cooling system will make my laptop back to normal? i mean without lag or lessen the lag?

I may have missed it but I didn't see any info on your RAM. Given as how your running integrated video, which takes RAM away from your overall system, I'm a little concerned that you may be falling victim to software bloat or possibly a stick of RAM may have gone bad leaving you with less overall RAM to work with, which would account for a significant performance loss(not incredibly likely but it can happen). Not sure how lean your Laptop is running program wise, but it might be worth seeing if you have anything loading at startup taking up some RAM that shouldn't be. Just trying to run down the list of things I would check for if I was having your issue.
