actually hen it evolves it is one of the best bugs you can use and has a signature move. and yes the first stage is extremely cute.
here are its evolved base stats:
HP 70
Attack 77
Defense 60
Spec. Attack 97
Spec. Defense 60
Speed 108
Total 472 (average total is 420) (500 would be very powerful)
the electric web attack slows the opponent (as well as having 70 power which is about average for a final move set) and it can learn a move that is stronger the faster it is compared to the opponent.
