They gave it to people who happened to play a lot of LBP recently, or something along those lines. They have already chosen everyone who is to be participating, so there's no going about getting it atm.

I doubt it would be overall playtime, because you could have played every day for 8 hours when the first one came out, then stopped playing after a while when the game finally got boring.

I'm guessing it would have been for those who have played it a lot in a more recent time span, because to me that would show who is taking an active interest in the game right this very minute.

I'm not sure exactly how they worked it, but to me, that makes the most sense, but then again I could be extremely wrong at the same time xD.
