In practice,LASERs suck. Any injury to a person would be instantly (and painlessly) cauterized. To take down a vehicle,you'll have to either blow the gas tank or hit the ammo. In either case,you have to be incredibly accurate and have a builder's knowledge of the vehicle in question.

Also,Japan has a mech. Seriously. It's used for riot control.
