It really doesn't matter if there's already been a Let's Play on a game, as long as you do it well. Though
Metroid Fusion (My current LP) hasn't gotten more than maybe three or four, counting mine. So perhaps somewhere in the portable libraries, you might find something that hasn't been done a lot, or at all.
Definitely do commentary DURING the video. Afterwards you already know what happens and it just isn't as natural.
I can't say anything in terms of software. I use Jing to record, but that's only to capture your computer screen.
You certainly can record a console game with a regular camera. You just have to know how to do it right. The only LPer I've found that has been able to do a good job with that kind of recording is 666theheartless666 [http://www.youtube.com/666theheartless666]. If you watch him you may be able to pick up a few things. (I think he shuts off the lights, not sure.)
PS: Let me know when you've started the LP, whatever it turns out to be. I'm always up for finding new people to watch!
