First thing would be to dissolve all corporations and take over their operation. All of them. No exceptions. The jobs people have at the time won't be changed straight away.

A rewrite of all laws could then happen, taking advantage of the surveillance. Practically, little will change. DRM would no longer be used, and content produced more than 5 years ago is offered at greatly reduced prices. 15+ years old content is provided as freeware. The age of consent will be set to 18, with a 12-month-gap rule for age 14-18 (plus an extra 1-month-gap on top within which the penalties, which consist of labour and isolation from people below 18, are reduced).
Any rights to carry weapons are also revoked. Carrying a lethal weapon is given a stiff penalty; using said lethal weapons is considered a serious crime; and using lethal weaponry on other people in any capacity is given the highest possible penalty.
For only the most serious crimes, a person may be forced to take part in trials of possibly dangerous new technologies.
In parallel to the law rewrites, currencies will be merged into a standard 'credit', with existing wealth being converted automatically (physical monies can be exchanged at the appropriate recycling facilities).
The education system would then be changed. In particular, the model will be changed from set curriculum and test based to something more adaptable and general aptitude based. In particular, the mandatory education ages will be changed to 5-13. Human anatomy will be added to the Science field, with a focus on sexual education in the final mandatory year. Physical Education would be changed to teach various styles of self defence with non-lethal force, and how to minimize injury in special circumstances. Religious studies would be altered to give a more balanced view, and to remove overlaps with History. Further education would be optional.
With the education changes, a work scheme would be introduced. When mandatory education is finished and further education isn't taken, a job (4-day/24-hour week + 2 month off-time for 13-18; 5-day/40-hour + 1 month off-time for 18-50; 5-day/30-hour + 2 month off-time for 50+) is given in a field most suited (as is proven during education, with pay set to the individual's performance). People already in work at the time could either take aptitude tests to figure out where they'd do best or keep doing what they already do. Also, direct profiteering is made illegal; private transactions require (free) official vetting to (literally) obliterate scamming and the black-market.
At this point, taxing can be abolished. Also, the entertainment industry will be kept going, with a 5% (of total disposable global income) budget. Including all categories of porn (yes, all, with the categorical ratio set to how many times each is searched for).
The internet at this point can be expanded on and further decentralized (more 'backbone' routes made available), and hosting services can be provided (self-hosting is only allowed for non-profit purposes). Content filtering is also applied (as in, pages containing offensive or age-restricted material direct to a warning page that details the content, with a link to proceed). Peer-2-Peer is made the standard download method, with the limit of simultaneous connections per user increased to a sensibly high number (200 perhaps). Illegal content is filtered, with a notification in it's place letting the user know why content is missing and what specific law it breaches.
Internet anonymity would be upheld and enforced (illegal to share another person's details online; a person's own details are shared at their own risk).
At this point, people who don't have a computer in their home are offered a basic one for no charge. A recycling scheme is also enacted; old hardware may be turned in for a reduced price on new parts. Computer technology development is redirected to better balance performance, reliability and efficiency.
Healthcare will be provided for no cost, except in cases that are considered self-inflicted (includes recreational drug usage, suicide attempts and injuries sustained while committing an illegal act). Medical problems and injuries caused by criminal actions are billed to the person that committed the crimes.
