Well, it depends on how far in the future you plan to place the story. If it is far enough, perhaps there are burgeoning psychic powers that have been harnessed for power. Instead of a war of physical might and weapons, you have powerfully enhanced psychics who can attack key figures mentally. Sort of like a whole new type of espionage.
