Red Alert 2, it is still my favourite strategy game after so many years of playing!!!!
also, if you've played Rome: Total War, try Medieval II: Total War, it is alot better!

These, and Frozen Synapse. That game has the lowest system requirements I have ever seen for a game. Not to mention the fact that it's AMAZING.

Well, I've been playing most of the ones I listed for years. Age of Empires and Homeworld since 2000, Warcraft 3 since 20003, and so on.

Company of Heroes is, in my opinion, one of the best strategy games made. Definitely try it.

Are you sure Civ 2 doesn't work? I think it runs windowed. Also, have you tried Civ 1 with Dosbox?
Other than that, try Hearts of Iron (1&2). They're really complex WWII strategy games, and they should run fine on your netbook.

Go old school and play Masters of Orion II or Heroes of Might and Magic III. Both are downloadable from GOG.com

Sins of a solar Empire is pretty good. Large space game with epic space battles. Just don't count on the multiplayer, not many people playing it.

Age of empires 3 or if your cheap age of empires online(caution:it uses GFWL)
