If you're looking for good supernatural/horror, you might want to check out Mononoke.

Other good horror (though not particularly supernatural) to check out would be Monster and Perfect Blue.

Panty and Stocking with Garterbelt. It's anime made by utterly insane people. And it's really good. Hope you're not too sensitive, though. It takes Refuge in Audacity to all new highs (no TvTropes link).

Bokusatsu Tenshi Dokuro-chan sounds like a perfect anime for you. I watched it and loved it.

Well, no, not really. The writing is very average. It contains your standard lineup of shojo cliches, a "monster of the week" plot without something else to fill it in, a virtually flawless mary sue protagonist, and on I could go. Basically, my gripe with it arises from it being very insubstantial in every area.

That said, I was in love with it when I was about 10 years old. The style is definitely visually appealing, and I loved the romance subplot with Sakura and Tomoyo. Was kind of sad that they didn't take it further.

Oh, and for a shojo, I was impressed that the romance subplot was actually believable. None of this bullshit "love at first sight" stuff. So points for those.
Well... I found the writing to be superb. :/ What makes it stand apart is that it is very different from your typical Shojo fare. It wears the sign at first but changes shortly afterward. It livens up a genre that was dull at the time and revolutionized the Magical Girl genre. :p While it more or less followed a MOTW plot, it mixed it up a little bit. Plus, this was before the time people avoided Mary Sue type characters. But, she is still an excellent character. Without her cheerfulness, she wouldn't be Sakura. :p

Everyone was, but that was most likely the Dub, which is the definition of bad dubbing. The style is hypnotic and the subplot has sprung so much fanfiction and Rule 34 it's not funny. (O_O)

Which is what gives CCS it's charm.. :p

Not even mentioning Sakura is one of the three Cash Cow Characters that brought about an army of attempted(and failed) knock-offs which are trying to duplicate her success to this very day.
