It sounds a lot like what OneHP is talking about, but I remember Space Bunnies Must Die! for the PC. Reading reviews I realize how crappy it was, but something about making poorly rendered zombies dance so they wouldn't eat you while you blasted genetically modified killer rabbits kept me entertained for far, far too many hours.

And it's probably not what you're talking about, but I can't help but think of The Witcher for the PC. Yes, it's supposed to be serious, and yes, it's rather filthy, but the voice acting is so wonderfully idiotic and everyone acts so much like they've sustained serious head injuries that the only reason I kept playing it after the 10th hour was to see what kind of poorly-emoted insanity I was going to have to plow through next. Oh, and of course the doing it with random witches.
I mean, seriously, a game that let's you get drunk in a bar, then fuzzes the screen and makes you stumble around in direct relation to how much you drank should obviously be considered a goofy game.
Well, for that and the pants-on-head combat.
