If you're a fan of dungeon-crawlers I would recommend Torchlight 2. It's essentially Diablo 2 but in a steampunkish universe

Forgot to mention Mother 2/3.
Play Mother 2/3.
They are in my top 5 games for a reason.
Not exactly fantasy or sci-fi. More contemporary, with a lot of hilarious and tear jerking dialogue and plot.

If it hasn't been recommended yet, Dragon Age: Origins. Made by the people who made Mass Effect (Bioware), and has more "rpgish" elements, along with a more fantasy setting.

Just a side note: I guess to "pray to the dark gods" in this case is to "buy from Nintendo". At least for me, Nintendo is tempting with its announcements so far, yet it would feel wrong to get its new console now without assurance of something or other that's amazing.

But if you got an older Nintendo console, a (Paper) Mario RPG would be fine and dandy to dive into.

He said he's tired of standard fantasy though, and DA's world is as standard as fantasy gets.

I will echo those recommending Deus Ex and the first two Fallouts. People have mentioned Shadowrun Returns, and if we're counting still-in-development games, then I will throw out Wasteland 2, Underrail, and Dead State as very promising projects.

Alpha Protocol is awesome for Choice & Consequence, but its combat/stealth/hacking/basically everything besides the story/dialogue is horrendous. I enjoyed it a lot, but I'd advise making a straight soldier character and just gunning through everything. It's the only approach that really works.

Fallout 2, all the way, slightly less linear than the first one, more exploration, more memorable conversations and experiences. Wonderfull NPCS all six of 'em .
I haven't played Fallout 2. From what it sounds like, I really should.

I just love the setting. I remember just walking and walking until I stumbled upon a ghoul city and then I went commando on the virtual army of ghouls using stealth and explosives. It's so nice to have a video game that doesn't just tell you everything right off the bat, but instead lets you explore its world like that.

It is pretty jazzy, the second game offers youa aeven wider way of resolving conflicts, lateral thinking to resolve problems and of course an nigh ifinite way of being a tremendous jerk, so, illusion of disbelief is pretty hard-coded into the game. it is also pretty nifty in the sense that it is a tremendously funny game without being silly.

it brings this beautifull little fourth wall breaker

Chosen One: What do I want? I don't really know. Most of the time I ignore my quest and walk into the homes of others, riffling through people's shelves...oooh, like those over there!

It is of course notoriously buggy, crashes a lot and and erases saves, but that is why i'm so keen on reccommending Killaps mod.

Rules:
Not standard fantasy. Fantasy is allowed if it has something special about it, but since most RPGs are set in fantasy has overloaded in my RPG list.

Games one can buy without having to pray to the dark gods.

Bonus points for sci-fi or cyberpunk games.

Games I have liked:

Mass effect 1
Vampire the Masquerade: Bloodlines
Witcher
Breath of death VII
Gothic 3
Fallout NV/3
Skyrim
Risen
Mount and Blade

E.Y.E: Divine Cybermancy. Has a super deep upgrade system, combat is fun (FPS with future type abilities, think mass effect without all the sucking) and on harder difficulties, if you screw up a hack, the machine you are trying to hack will in turn hack you and screw with you. Its a pretty long game too, never beat it, but still a good game.

So many people mentioning Persona, where's the love for Lucifer's Call or Digital Devil Saga?
Right here buddy, right here.

OT: Based on the games that the OP listed, his platform of choice is a PC and he's into WRPGs, with Breath of Death VII looking like the only exception to the rule (else I'm pretty sure that the combo of "RPG" and "sci-fi or cyberpunk" would at least result in either Final Fantasy VII or VIII popping up on that list).

So, I've got nothing. Perhaps other games from Zeboyd Games? Apart from Breath of Death VII, they also made Cthulhu Saves The World and Penny Arcade Adventures: On the Rain-Slick Precipice of Darkness: Episode 3.

Mars: War Logs sounds perfect for you-
It's diabollicallly bad. It's awful in every way. I installed it, couldn't remap the keys, couldn't change the sickeningly narrow FoV, the VA is atrocious, the dialogue terrible, the cutscenes endless. I uninstalled it straight after.

I wanted to like it, I really did. The idea is great. But it's so badly realised with almost no production values, there's no enjoyment to be had from Mars: War Logs. It's atrocious and so badly made it's not worth a fraction of the asking price. Better to reinstall one of the games on the original list and replay it (perhaps with a different character).
As I said, it's very similar to Gothic which had the same level of writing, same level of voice-acting and in many ways similar gruff characters. For all its flaws, both games got funny one-liners, the over-arching plot isn't too bad and the prison/ghetto feeling in a fantasy or sci-fi setting is rather refreshing.

I know that Mars: War Logs is limping behind every single AAA game in every aspect, but it nevertheless sucked me in. So to say, handle with care, but the OP should still give it a chance.
A recent patch, and an update to said patch added in the ability to remap keys and change the FoV respectively. Both require editing text files, rather than from within the game, but I've now done and tested both (as of 20 minutes ago) and can say that the game is now at least, playable.

I appreciate that it's a budget RPG from a small studio, but releasing it without these fundamental features is a huge mistake. A mistake which has however since been corrected and I'm willing to give it a chance now. At least I can now judge it based on gameplay, enjoyment and story telling; better criteria I think than fundamental flaws that should never have been there.

Addendum: It's a shame when basic oversights like these get made. Not just in games, but in all things. To illustrate, the iPhone doens't allow changing the battery or expanding the memory for example. These are such fundamental failings that it doesn't matter how good the rest of the device is, I'll never own one as it falls down at the first hurdle.

Keep the ideas flowing guys you have given me a decent list. I will make a purchase decision next month-ish when I have the money and have beaten the current games.

Thank you for your help!

what about Alpha Protocol?
It's an RPG, but more like the latest Mass Effects but with SPIES.
Had a lot of fun with it.
While I would second this, I would also caution that the game, in many ways, plays more like the original Deus Ex than Mass Effect. The RPG systems actively impede playing the game like the third person shooter it seems to want to be from time to time. That doesn't break the game by any stretch but that mechanical dissonance is at the heart of most complaints about the game.

Still very much in progress, but how's that for something a bit different?
You probably would have been told off for advertising had that link worked. Now however it's just a borderline low-content post. You might want to at least tell us what it is you're recommending people to download...

Yea sorry about that, posting while drunk is not a good idea! It's a batch script RPG that I've been working on for about 15 months now. From what I've been able to find on the internet it seems to be the most ambitious batch game project ever. It's got hundreds of items/enemies/pieces of equipment along with plenty of skills, special abilities and "cutscenes" (more like stop-action stick men). It's about 80,000 lines of code so far but I'm pretty sure it could be trimmed down and made more efficient in many places. There's about 5-6 hours of gameplay so it should be enough to keep people entertained for a while.

If you're interested, let me know and I'll send you a working link for the latest version, but it's a good few months off completion yet.
