I think that's an unfortunate side-effect that just... happens. It's not really elo hell as much as it's a perception, as you said. That in it-self kind of destroys the meaning, seeing as it has no actual bearing on the game outside of say me branding 1300 elo hell because I got a couple of bad games there. new people to ranked get dumped in at about 1200elo and it makes the games at that level more volatile. Long term ELO hell dose not exist but short term bad luck can exist. Most people get frustrated and call that elo hell.
It's not as bad as people clame it is but if you drop 5 games in a row due to AFK,troll or what not you tend to get frustrated. It just tends to happen more around a certain ELO hence ELO hell.
elo hell as described by the typical lol player does not exist though. People who are stuck at a certain elo range generally are in denial of their own position.
