at first this seems like a really shitty thing, but honestly, in practice it doesn't matter too much. The decks are pretty well balanced against one another.. If you're a Johnny, I can see the game being a bore for you, but if you just want to play Magic with your friends on the computer, and don't want to buy virtual cards for MtGO, spending more to play online then you do to play in real life, then it's a great little game.
I have both the Core game and the first PC expansion. No regrets at all, although at first I was sort of like you and bummed that you couldn't really "edit deck".
