To fix the colour issue for Fallout use these patchs in future.

Fallout1 High Resolution Patch v3.0.5

I downloaded it and extracted the files. It didn't help. Is there something I have to do; like put it in a certain folder or something? I've never installed mods or patches before.

Update btw: The Steam client is no longer rainbowed. Everything else is the same.

Extract it then run the exe then set it to install in the game dictionary.

Rainbow textures on the older fallouts are COMMON for Vista/Windows 7 PCs. The rest of your problems however show your graphics card is DYING.
Everything non-Steam-related worked just fine. Also, I've played TF2 problem-free since this post; it's not the graphics card.

Also: Make and Model for your laptop?
Asus K501. It's not very good; but you get what you can afford.

Can you tell me if the patchs work out for you. I can likely offer more help seeing as i went through the same problems.

This used to happen to me in StarCraft. It's a rather common occurrence on older 2D games. There's not much you can do. Alt+Tabbing sometimes fixes it. The resolution patch might work.

What fixed it? It might be useful to know, in case someone else encounters this glitch.

No idea, the problem just went away on its own it would seem.
