Might try out Tactics Ogre Let Us Cling Together on PSP if you have one. There isn't really a set part that was extremely depressing but the narrative and characters sort of convey a dark and brooding kind of atmosphere to the game.

Well, if you wanna cry in fear, try Amnesia: The Dark Descent.
Otherwise, I'd recommend watching some anime like Elfenlied.
Gamewise... hm... The Martyr End on Dragon Age Origins made me incredibly sad, proud and happy at the same time

Red Dead Redemption made me cry. I held strong during the main ending...coming dangerously close all the while, but then "Bury Me Not on the Lone Prairie" started playing...and I totally lost it.

Try Lost Odyssey. There's one scene in particular that made me come close to crying, and the short stories scattered throughout are quite sad also.
