I begin to think that people don't understand the concept at play here. This is not saying that Loki had no fault for it or that the scepter was controlling him. It's saying that it was pushing him. The key line is at the end of the quote: "Unbeknownst to him, the Scepter was also influencing him, fueling his hatred over his brother Thor and the inhabitants of Earth". The scepter was not the Helm of Opposite Alignment, Frostmourne turning the noble Arthas into a malicious Death Knight, or the Majora's Mask possessing the Skull Kid. It was Palpatine egging on Luke to give into his anger, the Joker encouraging Harvey Dent to embrace chaos and become Two-Face, Alexander encouraging Daniel's paranoia (Amnesia: the Dark Descent), or Iago fueling Othello's insecurity and jealousy.
It didn't force Loki to do anything, it was just a bad influence on him, like that friend encouraging you to take a hit of something illegal at a block party. It does not absolve Loki of his actions, it better explains why he concluded they were the proper course of action.
