Are they gonna up the visuals like they did with Street Fighter II?

Yes, it will support widescreen, HD upscaling and custom soundtracks (although who can resist Take you for a ride?)

It's not gonna a huge upgrade like the street fighter 2 hd one but they are upgrading the graphics a bit.

I'll probably go with my favorite team of Sakura/Charlie/Captain America. Chances of me getting my hands on the XBLA version, though, are slim... My friend with Live isn't fond of fighting games, so I don't really see it happening.
